Corruption in the framework of transnational crime tackled during the latest SEEPAG Conference

In 2025, the General Prosecutor’s Office of Republic of Moldova exercised the Chairmanship of SEEPAG – a regional cooperation platform that brings together prosecutors from South-East European states, aiming to strengthen international judicial cooperation in criminal matters and to fight transnational crime.

In this context, on October 16, 2025, the 37th SEEPAG Conference, with the theme ‘The role of corruption in the context of transnational crime expansion‘ was held in Chisinau.

The theme of the conference is a major issue, as corruption remains a catalyst for cross-border criminal networks, favoring their infiltration into public institutions, undermining the rule of law, eroding citizens’ confidence in the justice system and affecting regional stability and security.

The conference was attended by representatives from Republic of Bulgaria, British Embassy in Chisinau, European Judicial Network, European Public Prosecution Office, France, Guardia di Finanza (Italy), Hellenic Republic, Hungary, Kingdom of Saudi Arabia, Republic of Moldova, Montenegro, Republic of North Macedonia, Project “Moldova is Europe. Support to European Integration”, Romania, Republic of Serbia, SELEC and Republic of Türkiye.

The meeting was opened by the Interim Prosecutor General of the Republic of Moldova, Mr. Alexandru Machidon, Director General of SELEC, Dr. Oguz Serkant Akin, Chief Prosecutor of the Anti-Corruption Prosecution Office, Mr. Marcel Dumbravan, Interim Chief Prosecutor of the Prosecution Office for Combating Organized Crime and Special Cases, Mr. Victor Furtuna, and SELEC’s Director for Legal and Internal Affairs, Mr. Jovan Peshevski.

During the inaugural session, SEEPAG Chairperson, Mrs. Diana Rotundu, Chief Prosecutor of the Legal Assistance and International Cooperation Section of the Prosecutor General’s Office, noted: “In our interconnected world, corruption has become the silent partner of transnational organized crime, adapting, expanding, and exploiting the gaps within our systems. This requires a new level of vigilance, cooperation and integrity from law enforcement and judicial authorities. From this perspective, SEEPAG’s role to foster dialogue among prosecutors in Southeast Europe and strengthen mechanisms for judicial cooperation is more vital than ever”.

The prosecutors present at the event stressed the importance of international collaboration, proactive use of international cooperation instruments, and exchange of experience between prosecutors in the region in combating the phenomena of organized crime and corruption.
