The 39th SEEPAG Conference having as topic ‘Special investigative measures in SEEPAG Member States and their application in transnational cases’, organized in the framework of the Hungarian Chairmanship, successfully concluded on the 6th of October 2026, in Budapest/Hungary.
The theme was of particular interest for the SEEPAG Members, representatives of the prosecution offices of SELEC partner countries, as well as partner organizations and bodies, such as European Judicial Network and GCCPOL.
The meeting was opened by Mr. Istvan Lajtar, Deputy Prosecutor General of Hungary, Mr. Janos Homonnai, the SEEPAG Chairperson, Mr. Oguz Serkant Akin, Director General of SELEC and Mr. Jovan Peshevski, Director for Legal and Internal Affairs of SELEC.
The participants concluded that the legal framework of special investigative measures in all SEEPAG Member States are essentially the same, differences being noted only in legal terms and the details of regulations.
The full range of special investigative techniques are recommended to be included in criminal procedure acts, as best results can be expected from the well-thought-out and combined application of such measures.
One important aspect mentioned was that the modern and progressive application of special investigative techniques must always be consistent with the protection of fundamental rights.
The Conference concluded with the Chairmanship of SEEPAG for year 2027 being transferred to Montenegro, in accordance with the alphabetical rotation procedure provided by the General Guidelines of SEEPAG.
