Odysseas P. PYLALIS

Mr. Odysseas P. Pylalis was born in Kefalonia an Ionian Sea island in Greece. Married with two children makes his home in Athens.

Mr. Pylalis has a Bachelor of Science degree (with high honors) in Business Administration (specialization in Accountancy and Financing) from the Economic University of Athens and a Marine Engineering Degree (with high honors) from the National Merchant Marine Academy at Aspropyrgos, Greece.

Fluent in English, Italian, Greek (read and write), while continuing his studies in Arabic.

In November 2013, after having served for almost 32 years with the Directorate of Customs and Excise of the Ministry of Finance, he was selected as Head of the International Economic Relations Directorate, responsible for coordinating international activities of the Hellenic Tax and Customs Administrations at European and international level, for negotiating, concluding, reconsidering, interpreting and applying international agreements on avoidance of double taxation on income and capital, on mutual assistance on customs matters and certain types of international agreements having tax and customs content.

During his career Mr Pylalis has served important and sensitive sectors of the Customs Administration both in Greece and abroad. More specifically, he served as:

  • July 1995 - September 1995: Observer of the United Nations within the International Conference on the former Yugoslavia (ICFY) in Belgrade Sector, been awarded the ICFY medal for his services with its mission in Serbia and Montenegro.
  • 1997 - 2000: Liaison Officer with the Hellenic Liaison Officers Bureau at Europol in the Hague, participated fully in the strategic and operational activities undertaken by Europol in supporting Member States in the fight against organized crime, while at the same time he had been heavily involved in quite a few project groups dealing with various forms of international organized crime, contributing to the success and positive results of those groups, to a great extent as this has been acknowledged in writing by the Europol Management.
  • 2001 - 2004: Head of the Drugs Enforcement Section of the 33d Customs Control Directorate of the Ministry of Finance, responsible mainly with combating illegal drugs trafficking, trafficking in nuclear and toxic materials, as well as responsible equipment officer for the installation of technical equipment for such activities in various customs authorities in Greece.
  • 2004 - 2009: Customs Attaché and Advisor on Economic Affairs at the Permanent Representation of Greece in Brussels, participating as an active member in numerous working groups of the European Commission and Council of Ministers dealing with customs and indirect taxation (excise duties) issues.
  • Deputy Director for 4 months and afterwards Director for 33 months of the 3d Exports Customs House in Piraeus, dealing solely with exports (via road and sea).
  • 2012 - 2013: Deputy Director for 16,5 months of the 6th Customs House of Piraeus (imports - exports).
  • 2013: Director of Lavrion Customs House (all kinds of Customs competence) for 5 months until his taking over his current post.

Furthermore, during his carrier he has also attended a lot of seminars and meetings focusing on issues of customs competence both in Greece and abroad (i.e. USA, Canada, Germany, Italy, Japan, France, Brazil, Poland, Turkey and other countries). Yet, he had been involved in the training of customs officers as an Instructor on customs issues, while he has written and translated many manuals of customs interest.

Finally, during his carrier in Customs he has participated as an expert in numerous meetings on customs issues within the European Union and other international organizations (WCO, Interpol etc).
